3000 GRT to 6000 ITC

I know there have been many discussions about the 3rd Mate limited, but I have not seen this discussed. How does one go about getting an ITC endorsement on a 3rd mate 3000 GRT license? It seems to be a catch 22 you need time over 1600 GRT to remove tonnage yet vessels over 1600 GRT are only classed under ITC. Any help is appreciated.

180 days as mate on vessel over1000 itc.
Then 56 as an observer on a vessel greater than 3000. Read the checklists then reference the CFR. Captain said I must not have a life for reading CFR’s, but I learned quit a bit that has served me well when dealing with my application packet.
