That’s surprising.
Anyone who routinely navigates near navy ships knows they have no idea what they are doing. Now double the amount of navy ships.

Reports a whitewash Navy does not want the problem exposed, lack of experience on the bridge. Vessels should have communicated in advance avoiding passing situation on a narrow turn. No need to have close calls when good communications are available.
