Can US officers serve in their issued capacity on foreign flag vessels? For instance, could a USCG issued license be used to serve as an officer on say, and Israeli flagged vessel? Just curious about this and having trouble finding info. Then again, why would you want to work anywhere else right!!

You need documents issued by the flag of the vessel.

You would need a license conversion issued by the flag state. I have a Singapore and Panama conversion to work on vessels carrying these flags. Not all flags offer a conversion.

New immigrant arriving to Israel applys for a job in one of the Israeli Shipping company.
If the company is willing to employ the new immigrant they will direct you to the Ministry of Transport - Administration of Shipping and Ports for an Israeli certificate and Israeli seaman’s book.
Seaman’s book for Israeli seaman – is issued upon request of an Israeli citizen, who meets the general conditions of fitness, and a shipowner seeks to employ him as a crew member.
Acceptance of foreign certificates – new immigrant in possession of foreign certificates applying for Israeli certificates will be examined by the board of examiners who will then decide whether to iisue eligibility for certificates of competency and ranks.
For your guidance we do not have alternative certification system and at first after passing all the test verification to the satisfaction of the chief examiner you may be granted certificate for Ch. Officer.
I sailed on a Belgian flagged vessel for two years. For me it was like getting another drivers license in another state.

No problem working on other flagged veseels. Myself has, Panamanian, Vanautu, Marshal Island and Liberian equivalencies to my USCG. Working in the offshore sector, especially Drilling Rigs, you will not find any US Flagged DP rigs (maybe one), so you would just convert your USCG to the Flag State, there is no issue and it is done every day. 99% of rigs operating in the Gulf of Mexico are foreign flagged and will crew almost 100% American.
Thanks for all the info guys. Israeli documents sound like a more difficult transfer though. Not so straight up, but hey, not planning on working anywhere but the GOM at the moment. Why move from the hottest place to be.
