If I do 50% of the time allowed on a limited tonnage vessel working near coastal or inland when I do get the rest of the unlimited tonnage time will I be able to upgrade to second unlimited even though I worked near coastal or inland?

Yes you will be able to upgrade to a 2nd mate unlimited, but you must work on a unlimited tonnage vessel on oceans for 6 months. I know a few buddies work on tankers that go from nola to tampa, and even though it sounds like a near coastal voyage, its still an oceans voyage.
