I have Master 1600 Oceans, Master 5000 FIV Oceans and Master Towing Oceans & Western Rivers. Also STCW. I want 3rd Mate UNL. I have decades of seatime but nothing over 1600 since 1990.
Should I apply for 3rd or 2nd mate UNL? What do you think they’ll require?
3rd, You will be tonnage restricted, and would need unlimited time to upgrade to 2nd after a while. just apply and see what the evaluator requires, you will have to take some exams, but not sure which ones.
Rules, Plotting, Deck Gen, Deck Safety for sure, maybe T-Nav, Nav Gen dunno if they would require Cel-Nav or if your Oceans would carry over, I’d like to think it does.

You can upgrade to 2nd with the same tonnage restriction. The tonnage restriction is not only for 3rd Mate, it’s for all unlimited tonnage licenses. See 46 CFR 11.402.

You need to have Master Unlimited Inland to be issued Second Mate Unlimited Oceans but you can apply concurrently.
If you have taken the new Mate 500/1,600/Unlimited exams (anything after 2002) then you won’t need need to take those also but since you need Master Unlimited Inland to qualify as 2M they won’t issue you the 2M until after you pass the Master exams (they’re stupidly easy).
If you haven’t taken the mate exams you’ll need to take, I think, 11 tests total.
