I currently have a 200ton NC masters license. I have all my endorsements for the 1600ton. When I look at the checklist I don’t see flashing lights. So for a raise in grade is visual communication a requirement?
It’s not required for national endorsements (licenses). It is required (one time only) for STCW endorsements as officer in charge of a navigational watch for 500 GT or more. See 46 CFR 11.309(a)(4)(vi).
