It’s not over yet. As of now there are a majority in the Storting to continue with the work to construct the Stad Ships Tunnel:

A majority in the Norwegian Storting defied the government by voting to continue the Stad ship tunnel project, which the government had recently decided to scrap due to rising costs. The government, led by Prime Minister Jonas Gahr Støre, cited the need to reallocate funds to defence, healthcare, and local government as the reason for halting the project. The parliament’s decision to continue the work means funding will likely be reinstated, allowing preparations to move forward for the world’s first full-scale ship tunnel.

FYI; Today the Government presented the budget for 2026 to the Norwegian Storting (Parliament) Since the governing Labour Party does not have a majority, they are dependent on 4 smaller parties to get the budget passed.
The negotiations are expected to last until at least early Dec., if not longer.
