Any leads on who or how difficult it is to reduce your 430 ITC to 399 ITC for a international voyage purpose? Basically the IOPP cert required could be a real show stopper. Thanks

In all seriousness, ITC is much harder to manipulate than GRT. It’s calculated with legitimate math and not wizardry. Very few exclusions to be leveraged. The formulas themselves are here at 46 CFR Subpart B - Convention Measurement System | CFR | US Law | LII / Legal Information Institute (cornell.edu), so you can play around with numbers to see what it would take. There’s no easy way, unfortunately.
