The disturbance that has been percolating over the Northwestern Caribbean Sea has now been upgraded to TD 16 and could be upgraded to a tropical storm later today. Increasing upper-level winds, however, will move the system north-northeastward and should also limit its development as it moves across Cuba tonight, over the Florida Straits on Wednesday and over or near the southeastern coast of Florida late Wednesday with the heaviest rains and winds occuring to the east of the center.
