Throwing this out for comments: I have an OS on board who started at TAM, he completed basic STEW classes, but quit the program due to financial reasons. He is trying to get his AB and turned in the TAM certs, which he completed while enrolled
The NMC told him they are not valid until he graduates from the academy! Any thoughts on this?
It’s true, they don’t count for anything unless he completed the program.
Why? They completed that particular class (basic STCW)! Should not make any difference! What regulation supports a n answer of “No”? James - you have any input on this matter?
Not sure of the exact regulation but course approvals effect how their corresponding certificates will be valid. Most likely his STCW BST certificates are only valid in conjunction with being a cadet at and graduating from a maritime academy. It is probably in A&Ms course approval paperwork. Jim Cavo could certainly shed more light on it than that.
Did he complete the exact same class’ that someone from the public would pay for and take? Can he get the “letter” from the USCG to the school approving each course? Or perhaps there is language on his certificates referencing how it is approved.

The courses may or may not be good, I think he would run into trouble with the sea time. I know it says something about it in the regs, maybe the lifeboatman manual? Just don’t have it in front of me.
Sea time is not an issue since he is working on an OSV over 1600 grt
I know that BST is offered at the College Station campus (TEEX) which is open to the public. Maybe he could talk to them and between the 2 campuses they could get him a certificate from TEEX for what he did complete in Galveston?

Do you mean give him a fraudulent certificate saying he took training that he did,t take?
Incorrect, I believe he means if he took the classes to satisfy BST, why not give him the cert? I agree, if they are the same classes, why not give him credit for it? He did pay after all.
Because its the same as it was at Schuyler. Theres no way they would have given you a single certificate for any of those STCW classes we took if you left early.
I’m sure you’re right. I think it’s BS they won’t give it to you, they classes were taken and paid for so it sounds like the person earned the right to at least get his BST cert.
That is what I meant. If it can be verified that all requirements have been met and services paid for, then the institution should issue the certificate (it shouldn’t matter which campus the training occurred at, as long as both campuses are USCG approved).

He did not take the TEEX courses, for TEEX to give a certificate would be fraudulent. The certificate is evidence of takinf a specific course at a specific location, on specified dates. It’s not to be given if you had something similar or close.
Yea yea yea. The 100% same class but you can’t give a cert because people have to make money…
