Not entirely correct.
When Singapore was granted sovereignty over Pedra Blanca by ICJ in 2008, that created Singapore territorial water around the rock:
Maritime borders with Indonesia has been agreed, but not with Malaysia.
Negotiations are ongoing, however:
PS> Singapore Navy patrol the territorial waters around Pedra Blanca and Singaporean fishing vessels are fishing there.
