It is true that Norway is a major exporter of oil & gas, but it is not the only export from Norway.
Nor is it the main income for the Norwegian Government.
The revenue from oil & gas is put into a “piggybank” (AKA “Oljefondet”) for a rainy day and to ensure pension for future generations.

PS: Only 3% of the income from this fund can be drawn every year used in Norway.

The “hypocrisy” here is that the emission from the exported oil and gas is not counted into the Norwegian emission, but i the countries where it is used.
BTW; The same applies for oil, gas and coal exported from Oz.
