If the refit includes a very robust water mist type of fire suppression system along with an equally robust and effective fire detection system throughout the superstructure I don’t see why an exemption should not be issued.

After all, this isn’t a deep sea vessel operating offshore miles away from assistance or rescue. Authors of articles such as that blog might pause and consider alternatives to shutting down every conceivable risk. Why not ban cars and prevent more than 40,000 deaths each year?

I believe the blog author is with you on that point.
