Why not have an oil containment boom on a boom reel on vessels to mitigate releases occurring after accidents?

For about an extra $100,000 all ships can have one ready to deploy. This is a drop in the bucket when considering the millions of dollars to build a ship versus the millions in environmental damage to clean-up the next spill.
