As this is under engineering, do some research. Large world wide solar farms have radiated massive amounts of heat into the atmosphere. That alone has raised the temperature of the atmosphere 1 deg C.

Air pollution is a whole other story than drainage sewerage and garbage collection, all done well in SG.
As a major refiner, port and airport SG probably pollutes more than most
LA like Melbourne (OZ) has cold inversion layer to lock in the pollution so people are aware, every other city gets away with it.
USA did a great job with cars to clean up LA air which caused the world to follow, eventually.
