New License Wording

Does anyone know why the USCG decided to change the wording on the licenses?

Specifically:

“Any Gross Tons” --> “Unlimited Tonnage"
and
"Motor and Steam Vessels” (or “Motor, Steam, and Auxiliary Sail Vessels”) --> “Self-Propelled Vessels Not Including Auxiliary Sail” (or “Self-Propelled Vessels Including Auxiliary Sail”)

Not sure about the second part but I suspect the first part has to do with STCW language?
