Not the US military - they would have it: 31DEC2023.

I always thought that spelling the month made the most sense of all, as it removes any ambiguities.

The ISO has it right. It removes any possible confusion between conventions. Saving documents on the computer with the name preceded by the date expressed as YYYY-MM-DD assures they’re automatically filed in chronological order making them easy to locate later on.
