I understand the President signed MARPOL VI (air emissions) into law this week. But the bill lets the EPA issue the IAPP (similar to your IOPP for oil). That seems like a Congressional stab at the Coast Guard. Is the EPA going to send marine inspectors from their Dallas office to visit every vessel in the Gulf over 400GT?<br><br>Sec. 5) Permits only the Administrator (the Administrator) of the
