For those not in the know, 50- 75% of scallop crews based out of New England are either illegals and/or junkies, frequently both. A sober citizen capable of qualifying for a 100-ton can rise to captain in just a couple of years. Even the junkies can break 6 figures if they can show up before sailing.
It’s actually a pretty good job less the repetitive strain injuries, if you get on a family-run boat.

That includes skippers. They are not carrying passengers for hire so they’re not required to hold a CG license. The vessel owners can easily turn a blind eye to captains and crews getting high as long as they produce.

It’s really pathetic how much “fishing money” has always gotten pissed away. Too many fishermen squirted their money into waterfront bar urinals, and it was back in the harbor before they were.

Drugs, especially opioids, have magnified this problem many times over. So much opportunity and income, and so many lives wasted. It’s far beyond pathetic now.
