Transocean does the same thing, refunds if actual tax is less than 12%. It’s the latest strange compensation thing.

The flat tax is also done at rowan, 15%. Some of the toi guys are having issues with the flat tax. Apparently you have to use transoceans accountants, and some of the usual deductions are getting missed.
I wonder how it goes if you live in a state with income tax?..
You are still responsible for your state tax. The flat is only for federal tax.
I guess if they cook your taxes right, you wouldn’t owe much state tax anyway
