I was told I have to all the requirements done before I can test. Is this true? Or can I test then acquire my courses needed?
You need to get everything done, finish that all up and then they’ll approve you to test.
The way I did it was I finished up all the classes for the license but NOT the STCW and tested. You would need RADAR and Advanced fire fighting. That way you can test and then finish up any other classes you need for the STCW.

You have to have everything else done before you can test… See 46 CFR 10.231(d)(5):
Professional examination. (i) When the Coast Guard finds an applicant’s experience and training for raise of grade to be satisfactory, and [I][U]the applicant is eligible in all other respects[/U][/I], the Coast Guard will authorize a professional examination. [emphasis added]
