I’m not sure that its a good thing to have any private organization controlled by the companies setting the standards. Especially, a foreign organization. If (more likely when) there is an oil spill that any sort of DP failure or DPO errors played a role in, that will prompt USCG controlled DP certification. The only reason the USCG is not regulating DP already is that they are stuck 50 years behind today’s vessels and technology. DP wil probably become part of STCW at some point as well.
For the time being there are no regulatory requirements for DPO’s. It is however a requirement by the industry which is taking its cues from IMCA. This is one of those cases where industry standards are actually stricter than government regulation
Forgot to mention that new NI licenses have on a note on the back of them that they are only valid for the vessel meeting your CoC license meaning a unlimited DPO ticket is not valid on a ship if your CoC prevents you from being a deck or eng guy on that vessel.
All the Jan 1 2012 new rules that the NI have now pushed out are due to pressure to align the system with the IMO STCW95 system at the IMO’s request so I have been told.
Now that the IMO has recognized the NI DPO ticket the IMO have started to push the management of the DPO ticket to flag states.
Several have already said they are 5 year valid as per other endorsements like gmdss etc
So what is your point?
The reason they are 50 years behind is because congress and our other esteemed leaders are at least 100 years behind.

A new license holder can only be a DPO on the vessel that his CoC allows him to be an officer on
previously a guy with no CoC can be a DPO on any size vessel, saying that it will be up to the Flag states to manage that

Earlier this year the USCG did a document search on the words Dynamic Positioning and found about 3 of their documents with these words on them.

The USCG will do nothing wth DP until they are forced to by an incident or it becomes an issue of some type for owners. It is very rare they do anything for mariners unless somebody dies. They will however respond to their perceived customers who they consider owners not boat trash because we have no political ($$$) power and considered riff raff because pretty much every accident is our fault.

If I am not mistaken IMO resolved during the Manila amendments (STCW 2011) to incorporate DP into the licensing scheme, which would mean the USCG would have to follow suit.
what happens to a modu that is flagged as a barge so no minimum manning list?
A guy with a CoC and a DP ticket will lose his CoC after 5 years as he cant get sea time for that vessel
PS Considering what the USCG do for vessel owners that penalize the crew one can only assume they will make rules to suit modu’s to suit the owners
Maybe they will end up all foreign like the cruise ships?

Leaning toward requiring a watch composed of: one (1) fully certified DPO, and one (1) “trainee” with just the Basic DP Course?
