Some little person can be stopped along the highway and have his car and every cent seized for having a couple of cannabis seeds in the ashtray and his widowed mother can lose her home when they find a couple of doobies in the kid’s room but virtually nothing happens to the conveyance and driver of a 20 ton coke bust.
