He has taken a lot of classes that do not lead to his goal of becoming a DPO. I think he spent far more time and money taking the classes a la carte.

For someone that wants to be a DPO SUNY is the by far the best route. You graduate with mate 1600 with full STCW, which can easily get you hired and then you can decide if you want to invest in a DPO school.
