Competency sign offs/assessments

I started taking classes and getting sign offs a few years ago (before 2014) to get my Unlimited 3rd Mate OICNW. Are these sign offs still valid or am I basically screwed?

You maybe SOL, as of last month no one can sign assessments unless they are an approved Qualified Assessor. Click on the tab to read more. I don’t know if there is a grandfathering process for un submitted assessment packets.

See [U]here[/U]. The deadline for using approved Qualified Assessors was extended by one year to December 31, 2017, and they have to be submitted with an application for the STCW endorsement by June 30, 2018.

Some of my assessments are signed off by instructors at approved training centers after completing the classes. Some of my assessments are signed off by Captains, Chief Mates, or 2nd Mates (All unlimited tonnage). Would these assessment sign offs still be valid?

Captains, Chief Mates, and 2nd Mates can sign for OICNW. They will continue to be valid per the extension I noted above. For instructors, it depends on whether the instructor is approved as an Assessor, or if the approval of the specific course says they can sign assessments. If the course is approved to substitute for assessments (no signed assessment needed, just the course certificate), or if it says instructors can sign specific assessments, they are and will continue to be valid. Check the approval of the course(s) you took.

Does anyone know if they are still planning on qualifying QAs on each individual assessment or is it really as general now as the QA Request Guide suggests. (If that was unclear I remember seeing something that stuff that each QA would be approved for each individual assessment in their department based on their experience. The QA Request Guide is just requesting being allowed to assess people for certain officer/rating levels.)

The Qualified Assessor guide lays it out pretty well, but it is per assessment package so to speak. I.E. you request what you want to be qualified assessor for: OICNW, RFPNW, CM/Master etc.

I would apply but I don’t have the class or documentation of performing assessments on the job (which I’ve done) and I’m not going to pay for my own assessor class.

Like towing designated examiners, for the endorsement, with exceptions for those tasks they may not have experience with (e.g. an engineer without steam experience wouldn’t be approved for steam assessments, or someone without experience on a vessel carrying cargo would not be approved for assessments relating to cargo).
