Clarification regarding NVIC assessments

I’m getting ready to upgrade from AB to 3m unlimited and I have all my NVIC 12-14 assessments signed off by the C/M on my current vessel however he’s not a qualified assessor, is he still able to sign off on the assessments?

In addition to the assessments I have signed off I also have:
STCW II/4, II/5, V/1-1, VI/1, VI/2, VI/6 endorsements

My question is which of the following classes can I skip?

According to CFR 46.11.309 these are the classes I need to get my OICNW;
Medical first-aid provider.
Radar observer.
Search and rescue.
(iv) Basic and advanced firefighting
(v) Proficiency in survival craft and rescue boats other than fast rescue boats (PSC) or proficiency in survival craft and rescue boats other than lifeboats and fast rescue boats (PSC-limited).
(vi) Visual signaling.
(vii) Bridge resource management (BRM).
(viii) Terrestrial and celestial navigation, and electronic navigation systems.
(ix) Watchkeeping, including International Regulations for Preventing Collisions at Sea (COLREGS) and IMO standard marine communication phrases (SMCP).
(x) Cargo handling and stowage.
(xi) Ship handling.
xii) Stability and ship construction.
(xiii) Meteorology.
(xiv) ARPA, if serving on a vessel with this equipment.
(xv) GMDSS, if serving on a vessel with this equipment.
(xvi) ECDIS, if serving on a vessel with this equipment.

As far as whether or not your CM signatures are valid, the Coast Guard will continue to allow STCW assessments to be
signed by an assessor who meets the requirements specified in NVIC 19-14 until
December 31, 2028.

You need all the classes listed on the CFR but you only need the classes listed in the CFR.
