I’ve been on a few large anchor handling and supply vessels registered in the UK, Norway and even Australia. To the best of my recollection all had a duly licensed chief mate where required by their COI. In the past ships’ COI specified 1st, 2nd 3rd engineer/mate on the COI. With the advent of STCW 95 many now only specify the chief engineer and master along with a 1st engineer and chief mate. The others can usually be either 2nd or 3rd officer licensed as they are already officers in charge of a watch. Their duties though are still structured under the old 1st,2nd 3rd system. The offshore supply industry in the USA has for many years had a limited license structure and “creative tonnage measurement” system that other countries have not had. This was done by the companies with the cooperation/collusion of the USCG as a money saving measure involving construction, insurance, manning etc. The regulation requiring a chief engineer or master to serve a minimal time as 1st officer had been on the books for years. That the vessel actually require a first officer on it’s COI keeps everybody honest. You can call yourself anything. I’ve been on US offshore vessels and walked down the passageway and seen rooms listed as captain, relief captain, 2nd captain, 3rd captain; not a mate of any kind in sight. I’ve known many a duly licensed master or chief engineer to work as mate or assistant but you certainly didn’t call them captain or chief of any number ! <br>I’m sure the US companies could request that the USCG modify their COI to require a duly licensed chief mate on their larger anchor handling and supply vessels, if they so desired.<br>

But, regardless, if a mariner is on a large anchor handler that is over 3,000 tons (ITC) and that person can work up all the way to Chief Mate plus 6 months, but can’t get the other 6 months needed upgrade to master, yet a Master gets seatime to maintain his license… seems to me like something straight-out of the south-end of a north-bound mule. But, that’s just my opinion.
