Microsoft Excel is a “spreadsheet software program”. I have seen many that were vessel specific and Coast Guard approved through the design architect during the design and loadout phases. Finding one for a container ship of at least 10,000 grt may be difficult but not impossible. I have also seen independent software programs that are designed for the specific vessel and also Coast Guard approved. This option may be more difficult if you’re not working on said vessel. Still searching…
Are the old assessments still able to be printed? I’ve been looking on the NMC website with no luck. I really don’t want to take 9 clesses when I qualify under the old rules.

Just to throw this out there, Mid Atlantic Maritime Academy will do the stability assessments for $300 per day, no need for the class. They would probably also do the shiphandling assessments as well.

Yes, if they didn’t give you a corresponding STCW endorsement your license wouldn’t be valid offshore. That doesn’t mean you can ship on a freighter as Chief Mate though because you’re limited to OSVs by your actual license.
You should still need to do the assessments, as they are for the STCW endorsement, but you don’t have to take the Chief Mate/Master exam.
So my next concern reading more about this, is that it looks like someone who has started their way on the assessments has until the end of this year to finish, or start over in the new assessments using NVIC 10-14. I aspire to advance my license to CM or Master Unlimited, but it’s a ways off. Will getting this STCW endorsement knocked out now mean I do not have to duplicate efforts later when I have climbed that ladder on the domestic licensing side?
I understand the limitations of the OSV license … but seeing as I have already taking a management level class (VPEN within one year of taking ECDIS)that says it is the equivalent of having some of those assessments signed, I am wondering if I should put my nose to the grindstone and get this taken care of before year’s end. As Capt. Phoenix has mentioned, I will not need to do any testing as I already have CM OSV > 3000 GT, this is just for the STCW side of things.

With the slowdown and lack of work in the Gulf right now, I decided to try and get this done before the year’s end. I have 4 classes and a two month side job on an boat with an Unl. Master & CM who could sign off my assessments. I’m committed. I have a question though about NVIC 10-14. On page 9 of the circular under notes, Note 1 states,
“[I][B]1 Mariners holding STCW endorsements as Master or Chief Mate of 500 GT or More and Less Than 3,000 GT do not need to complete these
assessments[/B][/I].”
Am I understanding this correct in that if I carry an endorsement as Master not more than 3000GT along with my 2nd Mate Unl., that I do not have to complete the assessments in order to upgrade to CM Unlimited? It sounds too good to be true. I may have to send an email to the NMC about that one.

That’s way I read it also; thing is, the assessments you do have to do, all require attending a class (3 classes I think if memory serves)

The note means that you don’t have to complete [U]some[/U] of the assessments, it does NOT mean that you don’t have to [U]all[/U] of them. The note only applies to those assessments that have [I]Note 1[/I] in the far right column. You don’t have to those assessments, but you have to do all the others.

So if you decide to use the old scheme (04-02) prior to Dec 31, 2016 you can’t argue, for example, that you don’t have to do M-1-1A & M-1-1B because in the new scheme (10-14) they are equivalent to 1.1.A, which if you hold an endorsement for Master NMT 3000GT it is not necessary to complete i.e. Note 1. ?

Correct. I’d do the old assessments because IIRC it isn’t possible to do ALL the new assessments onboard. Some specifically require classes.

Have you found these classes that have recieved approval letters from the Coast Guard as being approved for the new assessments as outlined in NVIC 10-14? The reason I ask is that I spoke with a school Friday that had their classes approved for the assessments from PL 04-02, but had not yet gotten them approved for the assessments from NVIC 10-14.
