Challenging Navy sea time

The USCG counts all submarine seatime but they say of the seatime you need for whatever license only 75% of it can be from submarines, 25% has to come from surface seatime. I had plenty of surface seatime on the deisel-electric submarine, but the USCG LCDR at the REC wanted me to get a senior naval officer to vouch for that fact.
The reason I was in contact with the LCDR was that I was lobbying for my seatime credit, face to face; I guess that isn’t possible nowadays.

IMO, DWO = OOD Underway. Also IMO, if we can test for a mates license after seatime as an AB we certainly ought to be able to test for a mates license after Navy QMOW time.

I was approved for 3rd mate as my first license, but I did have some duties that were a little further up the trough from QMOW. Just document EVERYTHING…
