Just wondering if the Masters/CM’s on the lakers allowed to sign off on the assessments for Encl 3 of NVIC 10/14 (STCW Masters 3000 GT) and NVIC 12/14 (OICNW STCW).
Are they qualified to sign off on the on board sections.
I am talking the bulkers with ISS/GRN
The reason I asked is because the call center just went ahead and quoted.

Deep sea works but the lakers have starlink.
If they have the relevant STCW endorsement I would expect that they are allowed to as long as what they’re signing off can legitimately be done on that vessel.
Currently, the accessors only need the appropriate national endorsement. No STCW is required to sign off. That may change in June 2024.

I could not get that information from the call center and asked just that - would a Laker Master/CM sign off be acceptable? All I got was the same information quoted again.
I thought national qualifications were acceptable but OICNW is not national and the min required in NVIC 12/14 is OICNW. 10/14 does not use the word STCW. The list of QA’s has the assessments allowed straight out of the STCW code table like A-II/1 A-II/2 (<3k) A-II/3 A-II/4 A-II/5 VI/2-1.
I really do not want to ask the Master/CM even if I let him know why. And it might be too late.
Do Laker mates need to be compliant with STCW?
Any confirmed source such as the CFR or a NVIC will be very useful.
From the verbiage, looks like 10/14 is national and tonnage related but 12/14 is STCW.
The NVIC is the official policy. Let’s take 12/14 as an example. It very clearly states: “Until June 30, 2024, the Coast Guard will accept assessments signed before January 1, 2024, by mariners holding an appropriate national endorsement and have at least 1 year of experience as OICNW on vessels of at least 500 GT and/or 200 GRT or assessments signed on a military vessel by an assessor authorized to conduct similar assessments for the U.S. Navy or U.S. Coast Guard Personnel Qualification Standard (PQS) for underway officer of the deck (OOD). After December 31, 2023, QAs must be approved by the National Maritime Center (46 CFR 10.405).”
This means as long as you have a national Mates endorsement for 500 GRT you are able to sign-off until the end of this year. When it says “OICNW,” they are using it as defined in 46 CFR:
Officer in charge of a navigational watch (OICNW) means a deck officer qualified at the operational level. 46 CFR § 10.107
All mates are OICNWs even if they don’t have the STCW endorsement.

It does say it very clearly in the NVIC. Thank you for pointing it out.
What threw me off is the QA limitations/approvals from the NMC QA’s list refer to STCW regs. So I assumed the OICNW was STCW by definition.
The NVIC is very explicit 46 CFR 10.405(a)(3)- an acceptable argument for it to be National and not STCW. Quite the thing but a well worth learning experience.
