To focus on the testing issue in one state:
Washington-state governor Inslee gave his COVID19 report today. Right now the state has the testing capacity to perform 22,000 tests a day. But it can only do 4,000 tests a day because of lack of swabs and testing media.

Now, Inslee says that an official of the federal government promised him the state will see a fourfold increase in the amount of testing materials available, in two weeks. But Inslee also says the state has been promised similar things before, and the federal government has not come through.
