Can anyone explain this boondoggle to me in laymans terms

Limited Horsepower: Max HP that 25% of the required service was obtained or 150% HP on which at least 50% of the required service was obtained, [B]WHICHEVER GREATER [/B]

Is this # total service or service while holding 3rd unlimited

I currently work on a boat that is only 3600 HP and hold a 3rd unlimited

If all of your time for 2nd AE is on that 3,600 HP, you will get a limit of 6,000 HP. (150% of 3,600 is 5,400, rounded up to the next thousand gives 6,000). Assuming this is a motor vessel, the license will read “2nd Assistant Engineer of Motor Vessels of Not more Than 6,000 HP.”
