It makes sense in that many 1600 ton masters either last tested so long ago they never took the modern exams or they advanced the master to master route so never took the exams on the mate/OICNW subjects. They could change the rule to say if you never held Mate you have to have a longer test to include Mate topics then you can upgrade to Mate Unlimited without more testingā€¦

I would think the exam should be very limited, similar to the 2nd mate crossover that is already in place.

On that note, itā€™s also ridiculous that a year as third mate is considered enough to qualify one as 1600 ton master.

Honestly, they shouldnā€™t be allowed to get 1600 ton master without at least two years of sea time as Mate and then Iā€™d say make them take the full 1600 ton master exam if they donā€™t take the CM exam.
