Less than 5% of applicants for Master 100 GRT and OUPV licenses take an exam at an REC, the rest taken an approved course in lieu of a Coast Guard exam. That’s probably what is meant by “back to school.” Also, a course used to substitute for a Coast Guard exam is only valid for one year from the end of the course, and it can’t be used more than once.
