Anyone ever heard of such? I did not know that existed but I’ve now heard they issue these. I knew they had AB OSV (offshore supply vessel) but a 1600 ton Master of OSV is new to me!
I don’t know anyone with a Masters but I do know a couple of guys that at one point held a Mate OSV.
If you hold a 1,600 ton master you don’t need the OSV endorsement as it should automatically include a 3,000 ITC endorsmenent. Osv licenses came in 3,000 ITC/500GRT, but according to this checklist it looks like there is a 1,600.

(This could very well be out of date, I don’t know how to check. I could CFR it but nah)

See 46 CFR 11.493(a) [http://www.ecfr.gov/cgi-bin/text-idx?SID=06d72e50013fea257c5f8c073e92cafb&node=46:1.0.1.2.11.4.7.51&rgn=div8].
The new rule created two levels of endorsements for Master OSV, Less Than 1,600 GRT/3,000 GT and for 3,000 GT or more, up to a maximum of 10,000 GT, the tonnage on any given endorsement will be determined by the tonnage of the vessels the applicant served on.
The 500 GRT reference in the past was based on a statute that capped OSVs at no more than 500 GRT. That statute was changed to remove the tonnage cap, so the reference to 500 GT is no longer applicable.
The Master OSV license has been around since at least 1997, the new rule only modified the tonnage provisions.

I was unaware of this change as well but can confirm Mr. Cavo’s comments. I recently (after the last rule change) applied for and received an OSV 3000 GT endorsement on a 500 GRT ticket, and received an OSV 1600 GRT endorsement unasked. Needless to say I did not seek explanation nor clarification from my evaluator .
Not to highjack the thread, but to get some elaboration: What, if any, limitations does the OSV endorsement meet with at OSV companies in the GOM? In other words, how does an 1600 GRT stack up to an OSV 1600 GRT license when hiring? Domestic vs. international billets, boat tonnage, etc.

I have not received mine yet but was notified by the NMC that was what I would receive upon printing. I had never heard of it but I’m glad the evaluator gave me the endorsement without request. It almost makes this monumental wait worth it!

Now it all make sense (SOME). I put in for my 6000 ITC endorsement on the 17th of April. The lady at the REC had me call MMC and ask what to put in the request part. The lady at MMC told me they didn’t issue the 6000 endorsement any more. I was hung on what to put and she couldn’t tell me what to request. She was saying something about a 1600t lic. I told her that to my understanding the 6000 is for OSV and that only comes under the 500T OSV lic. which I didn’t have on my MMC.
Now when My stuff is rejected I will know what to request. LOL!!! Just hope the old assessments will cover the new lic. seeing that there must be a new set of assessments for the 1600t Master over 3000 ITC is out.
Last I checked it was still under review with evaluator. It passed the medical stuff in 2 days, been a month with evaluator.

Does one need to do an 84 day 6000 ton Large OSV program with an approved boat company to get the new OSV 6000 to 10,000? Or can one just accumulate seatime of appropriate tonnage to “hawespipe” their way into it?
