Simple answer. NO. The Canadians have just as much, no make that MORE protection for their own mariners as US does for ours. You first have to become a legal resident or maybe a citizen and then go through their Licensing system. You should be able to get credit towards a Canadian License.

I live in canada there licening needs way less sea time and they will transfer your uscg license over to there equivalent but will take 4-6 months
