I never said that or anything like it.
I said universities could pay for themselves because they have a valuable product to sell. But government (taxpayers) funds are being wasted on rich universities that don’t toe the line on the spending of those funds. Universities could get the funds back by acceding to the golden rule, he who has the gold, makes the rules.
I further proposed a method which would incentivise universities to teach (ie sell) a product of sufficient value such that if they teach rubbish, they (not the taxpayers) would wear the cost of that teaching.
This opinion doesn’t change whether Trump does it or anybody else.
People like Stanford Professor Victor Davis Hanson’s say the same. He says the biggest named US universities are churning out substandard degrees in a sleazy grab for fees (especially from overseas) and employers are noticing and not hiring such tainted applicants.
