Interesting. Not sure MARAD presently has the staffing or knowledge base for this but if it means hiring and expanding MARAD back into relevance as an agency that seems like a cautiously optimistic good thing? I think shipping terminals could fall under a mission of “foster, promote, and develop the merchant maritime industry of the United States”.
