I think it is a moot point. Most open-loops scrubbers likely won’t be used in port because the ship will be burning low sulfur fuel.
International Council on Clean Transportation finds scrubber water from both closed and open loop systems to be a pollutant. They want the IMO to ban scrubbers on new builds, and phase them out of existing vessels.
They point at cruise vessels in particular.

Yes.
And if one using some thought and zooms out far enough, why are scrubbers even needed? The clouds and the rain eventually scrub the exhaust.
If that is the case then the problem is moved both to land and water.
