As an OS you need to apply for a TWIC card and a Merchant Mariner Credential. An OS application is very easy. It can be downloaded from the Coast Guard National Maritime Center.
As far as fees go, there are separate fees for a TWIC card and credentials.

I think inland tugs under 100 tons dont require their deckhands to have anything other than a (worthless) TWIC card.

It costs you about $400 to get the required documents to be at an ABSOLUTE minimum able to even apply.
140 bucks for the USCG MMC.
130 bucks for a TWIC.
And a physical and drug screen. (Usually around $150.)
As said, some low brow companies running crap small stuff only require the TWIC. That should be an alarm for ya. Stay away from crap places that cut corners.
