Mixed thoughts. Should the fed be spending tax money on the ports?
Should the ports be self sufficient?
Or some of both.
Shippers pay a Harbor Maintenance Tax to customs to facilitate maintenance and improvements to ports. That money is supposed to go into the Harbor
Maintenance Trust Fund. It is possible some money for those projects will come from the HMTF.

Apparently it’s funded by the Inflation Reduction Act from back in August 2022. By giving these ports $3 Billion Dollars in the next couple of years to get rid of greenhouse gasses, it’s going to bring down the price of groceries, rents & make college tuition more affordable for middle class families back then. You had to be there & read the 750 page bill to know how it works.

Yes, to dredge the harbor and more or less ensure access to the facilitys by sea and land.
But, to contribute money to the infrastructure of the operation?
Please don’t beat me up to much, I just don’t know how all this stuff works. It is truly another world and the timing of some of these events (contributions) is amazing.
When I read they were getting the $3B from the 2022 Inflation Reduction Act all I could do was sigh. How is the hell is LED lights & electric gocarts for ports is/was going to bring down the price of eggs, rent & others staples the masses are suffering with. Criminal.
Here is the breakdown of award and can filter by state. A lot of large awards to California for Charging infrastructure, solar generation, and battery energy storage system which I am guessing is the likes of a battery or hydrogen/ammonia power barge since electrical capacity in some of these ports is not available.
