Just a thought, would the DEA monitor phone conversations from vessels in port? I would imagine the FBI has seized cellphones from the master and chief engineer as well as other key personnel, such as the agents attending the vessel.

News reports are saying the city has taken action to charge the owners with negligence as the vessel left the dock with known power issues. NTSB have said they are looking into the electrical system
