Considering the Gaza pier and the U.S. Air Force toilet seat covers (USD 10’000.00 ea.) costs nothing suprises me.
The USD 10’000’000.00 you mention will include maybe USD 8’000’000.00 of purely administrative costs with many external consulting firms involved, 50 full binders of more or less useful reports (which often boil down to what seasoned experts will explain just in a few minutes) and delays extended several times.
In my country I once discussed with a high-ranked official about a simple solution not costing a single cent and his answer was something like “I know you’re right but I cannot decide without a report from an consulting firm” (maybe 25 years ago he’d just have decided himself without having to cover his a**), so the taxpayer just had to pay for erroneous decisions.
Also where I live a roundabout may cost USD 500’000.00 and require 18 months while in other countries you’d build it for USD 25’000.00 in 3 weeks and I’m serious about the figures.
In a domain you know very well, you can very often guess in advance the results of a report and the parts of real interest can be summarized in less than one page.
Overthinking simple solutions just increases costs and delays. KISS! (Not the band, overall I prefer AC/DC and W.A.S.P. )
You are all forgetting the environmental studies and potentially catastrophic effect of dumping generic rock on Eel grass, Starfish, sea slugs, crab’s and other crustaceans
Here they count worms, ants, flowers, birds, etc. A detailed expensive environmental impact report no one ever reads is mandatory and when the project starts a few years later the “wildlife mix” can be different, but you still have to follow restrictions to protect animals and plants which are no longer there since a couple of years.
Referring to the dolphins I’m wondering if they couldn’t be shaped like a drop in order to primarily deviate a ship rather than trying to halt it.
Would also be interesting to hear from civil engineers how large such structure would need to be and typically how the foundation would have to be done.
