Anyone know if Columbia River is considered NC Seatime worked in the Puget Sound and know it was deemed NC, or if there are any loop holes to that.
No. It’s inside the demarcation line.

The last I knew Puget Sound and the Inside Passage were considered “Inland.” That’s stupid and there was a proposal to change it for licensing purposes, but I don’t know what happened with that.
Inland seatime can be used for 50% of the required seatime for a Near Coastal or Oceans license .
