The contract to build a Rock dumper for the US market was signed in 2021 and discussed here:
$197M for a US built rock carrier. If your drive is US seagoing jobs, would have to think you could build these in china for $40M - How many more projects get done, how many more sailing jobs would there be without that initial enormous capital requirement.
If your drive is to support US shipyards - mission accomplished.

Biden said the Acadia and wind farms would support hundreds of jobs, and that nine different labor unions would be involved in building the vessel. Biden hailed it as “the first vessel of its kind, that’s made in America, American owned, American operated.”
He neglected to mention that the yard is owned and operated by Philly Shipyard ASA, a Norwegian company listed on the Oslo Stock Exchange:

The equipment will be European. So will the financing.
