The whole foreign carpetbagger US offshore wind scam relies on 50% federal subsidies, forcing consumers to pay higher electric bills, and the use of foreign vessels and crews for most of the construction work.
There is only token work for US vessels and mariners. Offshore wind jobs for US mariners have so far been lower paying.
Great Lakes Dredge and Dock has built a $500 million Jones Act rock placement vessel for US offshore wind work. However, foreign vessel owners won a court decision undermining the Jones Act that will allow foreign built, foreign flag, foreign crewed, $250 million vessels to do US offshore wind rock placement work. Now Great Lakes is facing a $250 million loss on its new vessel.
How much further are the foreign offshore wind vessel owners going to erode the Jones Act with litigation and lobbying?
Right now many of the “carpetbagger” foreign companies that put money into US OWF development are pulling out and writing off their losses.
Will there be any more jobs for US mariners because they are gone?
How many Jones Act compliant vessel suitable for the type of work required by the offshore wind industry are there at the moment?
How many are under construction and how many on order?
Will anybody set up manufacturing facilities for large offshore wind turbines, foundations, cables, or anything else that is needed to develop OWFs under the present US administration?
Pulling up the drawbridge may not be the best way to develop a thriving US OWF business, nor to create jobs for US mariners and others.
My guess? A lot. Lobbyists and attorneys are expensive. The old Golden Rule, He With The Gold Rules. There aren’t many Jones Act players in the wind farm sector that can pay the money for the lobbyists to deliver the bribes.
Who knows what comes after the present US administration and whether there will be any US OWF development for Jones Act, or any other vessels to service in the foreseeable future?
Offshore wind and the Jones Act are on the Project 2025 check list. So far other items on the projects list are moving at a rapid pace. Makes sense as one of the authors is Russel Vought who is now the director of OMB. Of course Trump disavowed any know ledge of Project 2025 when he was running for president. 
With this being a specialised industry . Has America got infastructure to build these without outside help. Vessels and also the knowledge of highly skilled people doing this job for many years. The way I see it both sides need each other. America is practically untouched with windfarms making it a massive market for outsiders. And for now until America if it chooses to build vessels and facilities needed to install these can learn the skills and create there own windfarm workforce for future projects. If Trump allows
That is how the offshore oil & gas industry spread from the GoM to the rest of the world.
In 1970, when I first got involved with the industry, it was totally dominated by US companies, US built rigs and OSVs, US equipment, expertise and senior personnel.
Within a few years foreign companies and personnel had learnt and slowly took over operations in their own waters.
“Empires raise, empires fall”. That is evolution and progress. It is how the world has functioned for centuries. Remember the colonial days?
