I’ve never given it much thought since I try to avoid them if they are near by, but where would a canoe, kayak, etc fall in the hierarchy of the Rules? I gave the Rules book a quick look and the best I can figure is to lump them in with sailing vessels under sail (only sail).

Oar powered vessels, where do they fall?
