None taken, but it’s hard to give someone information, and proof of that information, when the information is exactly what you are giving yourself, but misinterpreting it.

I’ve been working with the USCG Liaison Officer at HQ to get an answer to a question about the required courses for upgrade to Chief Mate. Here is the answer from the NMC:

Thank you for contacting the Customer Service Call Center. This is in
response to your inquiry regarding the coursework detailed in NMC Policy
Letter 04-02 for Chief Mate.

At this time, the courses included in NMC Policy Letter 04-02 are still
required for issuance of a Chief Mate in accordance with 46 CFR 11.903 ©.
The assessments in the policy letter are also required. Many of the courses
cover specific assessments; please note that you do not need to do the
assessments twice. Each course will list the assessment that it covers.

The rumors you have been hearing are associated with qualification as
Officer in Charge of a Navigational Watch (OICNW), the operational level of
STCW deck training that is detailed in NMC Policy Letter 01-02, 16-02, and
now superseded by NMC Policy Letter 11-07.

The STCW regulations will be amended in the near future; all changes are
scheduled to take effect in January 2012. Please keep this in mind when you
apply; this information may or may not be accurate after January 2012.
