Just a google, will confirm whats the market like. Look a the reality. What a owner wants. I feel some people here are being more romantic than realist. The Tech supt is your vessels supervisor. Your Master has a problem, he has to ring up and inform the Technical Supt, who is normally designated the PIC.

Thats how most fleets around the world function.
