No BT required for vessels under 200 tons unless in foreign waters (except not in Canada either.
A lot of jobs require it.
Do the jobs care if your certificate is over one year old?

The BT certificate is current if it’s within 5 years.
If the jobs want BT endorsement on your MMC, then you have to satisfy the USCG NMC.
If you applied before your certificate was more than in year old it, it should be accepted. Maybe a BT certificate can be older than one year, I don’t know.
But the inexperienced affirmative action Evaluators that were hired last week may not know that the application date controls.
Obviously, you need a license consultant. That might be able to call an evaluator directly and cut through the crap.
Have you opened the sent email and tried opening the attachment from there? Maybe something in your email or upload process is corrupting the file.
Are you sending it from a google drive using gmail? In that case they can’t open it , so I just save it and send it from

That few hundred bucks to pay someone to handle this from the beginning would’ve been money well spent.
